Test Valley is a local government district and borough in Hampshire, England. Its council is based in Andover.

The borough was formed on April 1, 1974 by a merger of the boroughs of Andover and Romsey, and Andover Rural District and Test Valley covers some 250 square miles of western Hampshire, stretching from boundaries with Southampton in the south to Newbury in the north. Centred on the world-renowned fishing river, Test Valley is a predominantly rural area. It encompasses the beauty of the North Wessex Downs Area of Outstanding Natural Beauty, many sites of special scientific interest and conservation areas and literally thousands of historic and listed buildings.

At the same time Test Valley hosts a wide variety of thriving businesses based not just in its main towns of Andover and Romsey but other important facilities such as Nursling Industrial Estate and Chilworth Science Park. As well as major international names such as Stannah, HSA, Siemens and Lloyds TSB Scottish Widows a wealth of new small businesses are being formed every year many of which will grow into the big names of tomorrow.
