Robert Hayes (born 14 August 1945, Concord, North Carolina) is a Republican Congressman from the state of North Carolina. He has represented the state's 8th Congressional district () in the House of Representatives since 1999.
In 1996, Hayes ran for the post of North Carolina governor, ultimately losing to incumbent Jim Hunt.
