Refusenik (ru: Отказник, Otkaznik, he: מסורבים , me-su-rav-im) was an unofficial label for Jewish citizens of the Soviet Union who were denied permission to emigrate to the State of Israel or abroad. Many of them were persecuted and their cause stirred international outcry.
The name (in Hebrew: סרבנים , sar-van-nim) is also used by Israeli soldiers and reservists who refuse to serve in the occupied territories, in protest against Israel's actions in the West Bank and the Gaza Strip. See Refusal to serve in the Israeli military.
