Minor civil division (MCD) is the official term for the primary governmental or administrative division of a county in many States of the United States.
Minor civil divisions include entities such as towns, townships, and districts.

MCDs exist in 28 States, the District of Columbia, Puerto Rico, and Island areas, such as American Samoa.

They are often nonfunctioning administrative units as they are not represented by elected officials in charge of legal duties.
