The Minister of State is the head of government of Monaco. The Minister of State is always a French citizen appointed by the Prince of Monaco from a list of three candidates suggested by the French government. The post was created under the 1911 constitution, which limited the previously absolute monarchy. The Minister of State is the head of the four-member Council of Government, which serves as the executive branch of the Monegasque government.
