List of not fully sovereign nations

Often, the flags listed below have two meanings. In one instance, they represent a region (and/or regional government) that is distinct in language and culture from the rest of the larger nation to which the region belongs to, or which perhaps has autonomy or dependency status. In a second instance, these regional symbols may be used by separatist groups as a banner for rallying support for the independence or autonomy of a given region. Some of these flags have official status from some authority, while others are purely informal; in some cases, informally adopted flags can vary.

Their listing here does not indicate either support or opposition to such separatism.
