Lake Buena Vista is a city located in Orange County, Florida. As of the 2000 census, the city had a total population of 16.
Lake Buena Vista was founded in the late 1960's by The Walt Disney Company when they purchased massive amounts of orange groves outside of the City of Orlando. Their plan was to build a new amusement park, Walt Disney World Resort, which opened in 1971. The city, with Bay Lake, Florida, allows the Disney corporation to formally exercise quasi-governmental powers over Walt Disney World and the surrounding area under the auspices of the Reedy Creek Improvement District.
The Mayor, Business Administrator and City Council are formally elected, but as all of the residents are employees of the Disney Corporation, they are effectively appointed by The Walt Disney Company, which pays their salaries. The only employees who are not directly under the direction of Disney are those of the Reedy Creek Improvement District who provide fire protection and electricity and water services. Although Reedy Creek was founded and chartered by the State of Florida Legislature as a publicly funded agency of the state, the Board of Supervisors of the RCID are elected by the owners of the land within the district, which is 99% owned by the Disney Corporation. Hence, the RCID is also effectively controlled by the Disney Corporation.
