James T. Dinneen



         


James T. Dinneen was sworn-in as Dayton?s 15th City Manager on August 19, 2002. Dinneen has worked most of his professional career in local government positions in the Dayton community. He started in the City of Dayton?s Planning Department as a Senior Planner from 1975 to 1978. He then served as a Senior Budget Analyst in the City?s Office of Management and Budget between 1978 and 1982, taking some time out to work for the City of Virginia Beach, Virginia in 1979 as a Planner in the area of Transportation, Highway and Capital Improvement. He became the City of Dayton?s Manager of Fleet Management in 1982, serving until 1985. He then worked as the Deputy Director of the Department of Public Works from 1985 and 1992. In 1992 he accepted the position of Deputy Director for the Department of Solid Waste with Montgomery County. From 1995 to 2002, he also served as Montgomery County?s Assistant County Administrator.

Dinneen has been recognized for his skills as a first-class public administrator who has distinguished himself as true public sector professional. Some of his career accomplishments include: - Developed a $30 million County Criminal Justice and Administrative Services Master Plan. - Developed organizational management efforts to reduce costs and increase service delivery. - Provided oversight of the design, bidding management and construction of RiverScape park downtown. - Organized Solid Waste District?s 28 varied governments into a cooperative policy-making body. - Implemented a $37 million renovation of the County?s waste transfer facilities. - Graduated from the ?Leadership Dayton Program.? - Successfully negotiated various labor contracts. - Coordinated the mechanization of basic public services in the city of Dayton, such as automated waste collection, street resurfacing, and sewer cleaning.

Dinneen earned his Bachelor of Arts degree from the University of Dayton in 1972. He acquired a Master of Public Administration degree from UD in 1977. He also received a Master of Urban and Regional Planning degree from the Virginia Polytechnic Institute and State University in 1975.
