Is the glass half empty or half full is a common expression, used rhetorically, indicating that a particular situation could be a cause for optimism (half full) or pessimism (half empty), and that it just depends on how you look at it. An alternative answer states that the glass is actually twice the size it needs to be, and apparently indicates that the replier is an engineer.
