Howard Phillips was the presidential candidate of the US Taxpayers/Constitution Party in the 1992, 1996, and 2000 elections for President of the United States. He is a published author. He is one of the founders of the Constitution Party, a third party movement associated with decidedly right-wing ideas on issues.
He is a 1962 graduate of Harvard College.
