Backlinks are to incoming links to a website. For example, a site with a lot of backlinks implies that many other sites link to that site.
Having a high number of backlinks is seen as useful for obtaining good search engine rankings. Google's PageRank algorithm often relies on backlinks for determining a site's rank.
